Course Objectives
This intensive course provides a full understanding of the ISPS Code, how to implement the code and comply with Australia’s MT&OFS 2003 regulations, fulfill the documentation requirements, and maintain an effective security management system.
Knowledge of the ISPS Code & the Australian MT&OFS Act & Regulations
Roles & responsibilities of governments and industry participants – working relationships
Roles and responsibilities of security officers in ports and on ships and offshore facilities
Principles of security – physical, technical and manpower
Identifying maritime & offshore security threats and making decisions
Training, drills, exercises, internal and external audit requirements
Access control for ships, ports, port and offshore facilities, security zones and identification systems
Risk assessment principles – AS/NZS ISO 31000:2018
Security assessments: vulnerabilities and treatments
Security plans – structure, development, maintenance and going beyond compliance
Maritime security levels, responding to security threats & directions – chain of command
Correct usage of the “Declaration of Security”
Terrorist behaviour and methods of concealment of weapons of terrorism
Bomb searches and crowd control – security evacuation procedures
Control measures, powers of officials, incident & event reporting obligations and penalties
Developing and maintaining a security awareness and vigilance culture
